Two sets of Rules in our future?

 

Last week the USGA and the R&A announced the possibility of a Model Local Rule that would allow Elite Tour Coordinators the option to effectively roll back the golf ball.  Here's a Golf Digest article going a little deeper.  What are your thoughts?
